End-of-the-20th-century Europe serves as the game's backdrop. You will compete against the other five European areas to be the first to produce power without the emission of greenhouse gases and to shut down these coal and gas plants.

Your region's need for electricity grows with each round, and it is up to you to build power plants to raise your output and meet the need. You will advance technologically through three stages as your region develops, allowing you to build larger and more efficient power plants.

You will earn a guaranteed income based on the demand for electricity in your area. However, you will incur high fines if you create more (surplus) or less (shortage) energy than is necessary. As a result, the secret to your success will be to consistently balance your supply and demand. You can also include flexibility in your region's electricity production, engage in trade with other parties, or access external markets. You may use the extra money you get from trading to make a bid for the right to close your polluting facilities.

Be cautious though, as the wind and sun make it difficult to forecast your production while at the same time your demand increases at an ever-increasing rate. You must choose your course of action: should you immediately shut down your coal and gas plants, risking a lack of electricity and perhaps bankruptcy? Or should you proceed more slowly, running the danger of accelerating climate change and falling behind your rivals? Whatever you do, don't just stand there because if you wait too long to transition and your demand increases too much, you'll lose.
